The English Community Care Association (ECCA), the leading representative body for independent care providers, has today reacted with surprise to the Care Quality Commission’s analysis of the Winterbourne View case.

Martin Green, Chief Executive of ECCA, says:

“The CQC has failed to take due responsibility for their own failings in the Winterbourne View case. CQC has talked about failures by the provider and by local health and social care services, but has not fully acknowledged that cases like this also show a fundamental flaw in its own performance.”

Martin Green continues:

“if the quality assurance system is to be left entirely to providers and local safeguarding authorities, it raises the question as to why are we paying the CQC so much to deliver so little.”
